Position description

The Ninth Judicial Circuit Court is accepting applications for a Senior Systems Analyst to support and improve the enterprise systems serving judges, court staff, and justice partners at the Orange County Courthouse. Working under the supervision of the IT Infrastructure Manager, this position combines advanced systems administration with analysis of operational needs, evaluation of technical solutions, and coordination of system improvements.

The Senior Systems Analyst serves as a senior technical resource for reliable, secure, and effective court technology services. The position exercises independent technical judgment within established policies and priorities, performs assigned technical work, and provides guidance to colleagues.

Primary Responsibilities
  • Analyze operational needs, system performance, and recurring issues; document requirements and recommend practical improvements to enterprise systems and related workflows.

  • Administer and support physical and virtual servers, Active Directory, Group Policy, enterprise storage, network infrastructure, backup, and disaster recovery systems.

  • Evaluate proposed system changes and integration requirements, identify dependencies and risks, and recommend solutions that support court operations and security requirements.

  • Plan, coordinate, test, and implement assigned upgrades, patches, and infrastructure enhancements, including validation and rollback procedures to minimize disruption.

  • Investigate complex system incidents, perform root-cause analysis, and implement corrective actions to improve reliability and prevent recurring problems.

  • Monitor system availability, capacity, and performance; apply cybersecurity principles and secure configurations, and support backup restoration and recovery testing.

  • Use PowerShell and other approved tools to automate routine administration, improve consistency, and reduce manual effort.

  • Apply ITIL-aligned incident, problem, change, and configuration management practices; maintain accurate records of system changes and support activities.

  • Collaborate with network, audio-visual, application support, and operational teams to implement solutions; provide technical guidance and share knowledge with colleagues.

  • Coordinate technical support with vendors and assist with software licensing and maintenance agreements. Support digital signage platforms and coordinate with stakeholders on operational and public communication needs.

  • Maintain system diagrams, configuration records, operating procedures, and recovery plans; provide technical input for infrastructure planning, lifecycle management, risk assessments, and budget forecasting.

Qualifications
Education and Experience:
  • Bachelor’s degree in Computer Science, Information Technology, or a related field.

  • Minimum five (5) years of progressively responsible enterprise systems administration experience.

  • Working knowledge of cybersecurity principles and secure systems design.

Technical and Analytical Skills:
  • Strong proficiency in Windows Server, Active Directory, Group Policy, and PowerShell.

  • Experience with virtualization platforms such as VMware or Hyper-V, endpoint management, patching, software deployment, and mobile device management platforms.

  • Familiarity with Microsoft SQL Server administration and application data dependencies; knowledge of Microsoft 365 and hybrid cloud environments.

  • Ability to analyze requirements, assess technical alternatives, troubleshoot complex issues, and translate findings into clear recommendations and documentation.

  • Ability to coordinate assigned technical work, prioritize competing needs, and communicate effectively with technical teams and nontechnical stakeholders.

  • Familiarity with ITIL practices and structured service management processes.

Preferred Certifications:
  • CompTIA Security+, Network+, or CySA+

  • Microsoft Certified: Windows Server Hybrid Administrator or Azure Administrator

  • ITIL Foundation Certification

  • Certified Information Systems Security Professional (CISSP)

  • VMware Certified Professional (VCP)

Working Conditions:
  • May require occasional after-hours, holiday, and weekend support for system upgrades.

  • Ability to lift, carry, and install technical equipment up to 40 pounds.
