They had few resources and limited government support, but despite the hardship, the early judicial circuit riders managed to set the foundation of a statewide system of public courts.
Eventually the construction of a network of brick highways throughout the state brought more settlers, taverns and inns, ranch houses and town halls, all of which allowed the circuit riders to dispense justice in makeshift courtrooms before they departed for the next town.
